CAPA’s Zoning Director, Bob Nachtrieb, monitors changes in zoning proposed for residential buildings in the Cathedral Area. He also watches listings of residential properties for sale that might cease to be owner occupied and instead become rentals. In addition he serves as CAPA’s link to the City’s Department of Neighborhood Services, to report problems Cathedral Area residents have with neighborhood rental properties or tenants. The objective is to try to preserve the stable residential character of the Cathedral Area that comes from the preponderance of properties being occupied and cared for by their owners.

In order to help others understand all the various aspects of zoning in the Cathedral Area, the Board of Directors has prepared a brochure outlining the details of which residents should be aware. The brochure also includes helpful tips, useful phone numbers and interesting statistics.
CAPA’s Policy Concerning Bed and Breakfasts in the Cathedral Area
Over the past several years CAPA has been approached by a few homeowners who have expressed interest in opening bed and breakfast inns in the Cathedral Area. In response, CAPA developed a series of protocols and policies in 2004 to address such requests in a fair and appropriate manner.

It is important to note that CAPA neither supports nor opposes the general proposition of a bed and breakfast in the Cathedral Area, but rather evaluates any such proposal on its merits and listens very carefully to the Cathedral Area residents most affected - the immediate neighbors.
Current Issues We’re Watching:
Proposed upzoning of 406 Nicholson. This matter is on the agenda for Joliet ’s Plan Commission on April 16 at 4:00 p.m. in the City Council chambers at City Hall. The City needs to hear from residents who have an opinion on whether this property should be permitted to be upzoned from single-family residential to two-family residential. If allowed to happen this would be a major reversal in the City’s longstanding policy of downzoning multifamily properties.
Purchase of single-family homes by landlords. The housing crisis has led to many unsold homes remaining on the market for a long time and falling asking prices. Several landlords have begun purchasing some of these homes in the Cathedral Area and elsewhere and turning them into rentals, and some of these have already become nuisances for neighbors. Landlords of course have the right to buy from, and sellers have the right to sell to, anyone with whom an agreement is reached. Neighbors, however, have the right to live in a quiet, stable, crime- and nuisance-free neighborhood. Report any problems immediately to the Joliet Police. Also report to Bob (815-722-0261) so he can follow up with the Department of Neighborhood Services.
